The Drug Market Intervention (DMI) Initiative was developed as a way for law enforcement to respond to the problems of open drug markets that had developed in their communities, including the associated crime, violence, and disorder. The DMI Training/Technical Assistance Initiative is a program offered by the Justice Programs Office of the School of Public Affairs at American University. The program provides information and technical assistance to jurisdictions that are interested in or have begun to implement the DMI strategy. The DMI strategy involves multi-team effort by local, State, and Federal law enforcement agencies, social service providers, and neighborhood leaders to enhance community safety and improve the quality of life for communities affected by open drug markets. The DMI strategy was first implemented in High Point, NC. The project involved the use of a deterrence-based message aimed at low level drug market offenders. This message, coupled with offering a broad array of services to the offenders, resulted in the closure of the drug market, a decline in violence and crime in the community and surrounding neighborhoods, and a revitalization of the community.
