The total arrest rate for adults (ages 18 and over) was greater than that of juveniles (17 years old and younger) in 2009. A total of 3,309.1 juveniles were arrested for every 100,000 persons age 17 and younger living in Pennsylvania in 2009. In comparison, 3,872.0 adults were arrested for every 100,000 persons age 18 and older. For part 1 offenses, the adult arrest rate was 692.5, and the juvenile arrest rate was 616.4. For part 2 offenses, the adult rate was 3,179.5 compared to the juvenile rate of 2,692.7. The majority of those arrested were between the ages of 15 and 29. Regarding arrest trends from 1990 to 2008, juvenile arrests began to exceed adult arrests in 1993, continued to increase until they peaked in 1995, and then declined close to adult arrest rates in 1996 before increasing dramatically from 1996 through 1998. Adult and juvenile arrest rates paralleled each other until 2000. Adult arrest rates exceeded those for juveniles from 2000 to 2002, when juvenile arrest rates again exceeded those of adults from 2002 to 2005. From 2007 through 2009, Juvenile arrests rates have continued to decline as adult arrest rates have remained relatively stable. Extensive figures and tables
