Annotation: This report provides information on the Joliet Metropolitan Area Narcotics Squad in Illinois.
Abstract: This report from the Illinois Criminal Justice Information Authority provides information on the work of the Joliet Metropolitan Area Narcotics Squad (MANS). The State of Illinois has two types of drug task forces: metropolitan enforcement groups (MEGs) and multi-jurisdictional drug task forces. The Joliet MANS covers Grundy and Will counties with an estimated population of just over 727,000. In 2010, 26 local police agencies participated in the task force and 10 officers were assigned to it. Between 2007 and 2011, the Joliet MANS received $139,644 each year in Federal funds to support its operations. These funds pay for personnel, equipment, commodities, travel, vehicle maintenance, and communications. Highlights from this report on the work of the Joliet MANS include the following: between 2000 and 2009, the drug arrest rate in the 2 counties of the MANS ranged from 556 arrests per 100,000 to 438 arrests per 100,000; drug arrests by MANS and non-MANS personnel for cannabis and controlled substances increased between 2002 and 2011; in 2011, 13 percent of felony drug arrests were made by MANS personnel, and arrests for violations of the Controlled Substances Act accounted for more drug arrests made by MANS than violations for the Cannabis Control Act; in 2011, 94 percent of the drug arrests made by MANS were felony arrests, compared to 53 percent for non-MANS personnel; and between 2002 and 2011, cannabis accounted for an average of 83 percent of the total drug seizures made by MANS personnel. Additional information is provided on controlled substance arrests, MANS drug arrests by type, cocaine seizures, methamphetamine and heroin seizures, trends in prosecutions for drug offenses and all felonies, drug offender sentencing trends, and survey of MEGs and task forces.
