This Fact Sheet presents findings from the 1997 Census of Juveniles in Residential Placement (CJRP), which collected data on juvenile offenders alleged or adjudicated held in secure or non-secure facilities as of October 29, 1997.
Data were received from just over 94 percent of all facilities, and imputations were possible for most of the non-responding facilities. The census findings indicate that 125,805 youth were assigned beds in 1,121 public and 2,310 private residential facilities. Of the residents in these facilities, 105,790 (84 percent) were under the age of 21; were assigned a bed in a public or private residential facility on October 29, 1997; were charged with or court-adjudicated for an offense; and were placed at the facility because of the offense. The census collected information on each offender in residential placement, including age, race, sex, and offense. The majority of the youth (72.2 percent) were housed in 1,108 public facilities, and there were more minority offenders than white offenders in residential placement; 86.5 percent were male; 42.4 percent were convicted for a serious personal or property offense; and 6.5 percent were in a facility because of a status offense. 2 tables
