After outlining the four mandates of the Juvenile Justice and Delinquency Prevention (JJDP) Act of 1974, this report reviews the eligibility criteria for States that wish to participate in the Formula Grants Program established under the JDDP Act, followed by a discussion of some of the accomplishments of States that have received these grants.
Abstract
The four mandates of the JJDP Act are the deinstitutionaliization of status offenders and non-offenders; sight-and-sound separation of juveniles from adults in detention and correctional facilities; the removal of juveniles from adult jails and lockups; and the demonstration of efforts to reduce the disproportionate confinement of minority youth where it exists. A State's eligibility for formula grants under the JJDP Act requires the submission of a State's comprehensive 3-year plan for meeting the JJDP mandates. This plan must be amended annually to show new programming and initiatives to be undertaken by the State and local governments. All 57 U.S. States and Territories are currently participating in the JDDP Act Formula Grants Program. Data obtained from each State's 1991 Monitoring report show that an overwhelming majority of the States and Territories are in full compliance with the mandates, either with no violation of the mandates, or by meeting other established criteria.
