The report defines an ARD as "a death that occurs any time a person's freedom to leave is restricted by State or local law enforcement." Deaths that occur in a jail or other long-term holding facility, and deaths that occur in the custody of Federal law enforcement officers are not within the scope of the ARD program. The data collection cycle begins January 1 and ends December 31. From 2008 through 2010, there were 88 ARDs in Ohio. Homicide by law enforcement personnel accounted for 61 (69 percent) of reported ARDs, and suicide accounted for approximately 24 percent of ARDs. Accidental injury caused by the decedent or others at the crime/arrest scene accounted for approximately 5 percent of the ARDs. Ninety-six percent of all ARD decedents were males. Whites accounted for 58 percent of ARDs, and Blacks composed approximately 40 percent. Thirty-three percent of ARD decedents were between the ages of 25 and 34, and 24 percent were between the ages of 35 and 44. ARD decedents between the ages of 25 and 44 accounted for 59 percent of reported ARD homicides by law enforcement and 62 percent of reported ARD suicides. Approximately 76 percent of reported ARD suicides involved Whites, and 24 percent were Black. Eighty-five of 88 decedents died of injuries. At least one ARD occurred in each of 26 Ohio counties. Charges were planned to be filed against 69 percent of the ARD decedents. Approximately 19 percent of the ARD descendants allegedly committed violent offenses.
