The Council of State Governments Justice Center presents its analysis and policy framework for the proposed "Justice Reinvestment" plan for Washington State.
Abstract
The policy framework consists of a projected 6-year outcome as a result of the adoption of the proposed Justice Reinvestment plan. One of the plan's strategies is to provide property offenders with supervision and treatment, if needed. The outcome is expected to be an additional 2,000 property offenders newly eligible for supervision. A second goal is to reduce property crime by 15 percent by 2021. A third goal is to avert prison construction and operations costs up to $291 million by 2021. The fourth goal is to invest $90 million in law enforcement, supervision, treatment, and support for crime victims and counties by 2021. The findings, challenges, and policy options related to this plan are discussed in detail. 19 figures and 63 endnotes
