The resources presented are a starting point for executive decisionmakers in their consideration of how science and data can be used to inform policy decisions that forge strategies for addressing human trafficking at the State, local, and tribal levels. The two major sections of the guide provide tables of key resources and tools for countering human trafficking, rated by the strength of evidence of their effectiveness, followed by a section that outlines steps in implementing evidence-based programs. The section with tables of key resources and tools addresses four issues in the identification and response to human trafficking cases: programs and campaigns to prevent trafficking, investigative research, coordination and collaboration, and resources and hot lines for law enforcement. The format for each table consists of a listing of resources and tools for each issue, relevance to a request for assistance, and the strength of the evidence base for each resource and tool. The concluding section of the guide briefly describes the four sequential phases in implementing an evidence-based program to counter human trafficking.
