This guide provides resources for States to use in developing a statewide law enforcement strategy for countering human trafficking.
Abstract
Human trafficking involves profit-making from the control and exploitation of others through the use of force, fraud, or coercion for the purpose of sexual exploitation or labor services against their will. Men, women, and children are trafficked in countries around the world, including into and around the United States, and victims can be both domestic and international. In order to better understand and respond to human trafficking, States should develop a comprehensive strategy that will support the State's law enforcement leadership and other governmental and non-governmental partners in developing, coordinating, and improving response efforts in countering human trafficking. This toolkit assists State teams charged with developing a law enforcement strategy to counter human trafficking. Its four goals are 1) to improve mission impact by States through the development of a statewide strategy; 2) to increase understanding and awareness of human trafficking within States; 3) to increase information collection within and between States; and 4) to improve sharing of resources and responsibilities with Federal partners in countering human trafficking.
