Annotation: This report reviews the award amounts and program highlights for grantees under the Tribal Courts Assistance Program/Indian Alcohol and Substance Abuse Prevention Program (TCAP/IASAP) for the period of April through September 2015.
Abstract: The purpose of the ICAP/IASAP grant program is to plan and implement tribal court system-wide strategies that address crime issues related to alcohol and substance abuse. Grantees can use funds for a variety of such programs and initiatives. Grant amounts are reported for each fiscal year from 2010 through 2015. For this period, 142 active awards amounted to $74,142,439. During the grant period of April-September 2015, 391 individuals participated in Healing to Wellness Courts (HTW), which are similar to drug courts. This was a16-percent increase from the same 6-month period in 2014. Thirty-seven individuals graduated from HTW courts during the current reporting period, the same number as the period in 2014. A total of 387 individuals were referred to treatment services, a 52-percent decrease from the same 2014 6-month period. The number of grantees serving each of the following target audiences is reported: high school students, middle school students, elementary school students, under age 18, under age 21, young adults ages 18-25, adults ages 26-55, pre-kindergarten youth, and “other.” This report also indicates the number of grantees that have implemented each provision of the Tribal Law and Order Act as of September 30, 2015. In addition to reporting how many individuals were referred to treatment, this report also indicates how many completed treatment and the type of treatment they received during the reporting period. 6 tables and 3 figures
