Title: Human Trafficking: An Overview of Services and Funding for Survivors

Annotation: This overview of services and funding for human trafficking survivors focuses on a “4P approach” (prevention, protection, partnership, and prosecution), with a focus on “protection” of human trafficking survivors.
Abstract: States can support many types of services for trafficking survivors, including legal services, housing, health care, and child welfare services. Without a one-size-fits-all approach, states have sought ways to maximize the existing supports while funding new approaches. Funding for these services varies across states, with some creating special funds to address human trafficking. Other states provide targeted services in budget line items. It is still unclear, however, how many statewide and state-supported programs provide services to trafficking survivors and how those funds are collected and used. This report provides descriptions of trafficking victim services in specific states. Another major section of this report describes the challenges and responses to the funding services for human trafficking survivors. State and federal legislative considerations for funding services for human trafficking survivors are outlined. Additional resources are listed.
