This is a draft guide (subject to change) for the functionality, procurement, selection, use, and maintenance of offender tracking systems (OTSs) used by law enforcement and corrections personnel to track the location of participants.
Abstract
Since this is a draft report, technical comments and recommended revisions are welcome. This guide and other accompanying documents were developed by representatives of a Special Technical Committee (STC), an Advisory Working Group (AWG), and a Steering Committee (SC), so as to ensure input by criminal justice practitioners and stakeholders. The guide outlines the overall functions of OTSs as used in the law enforcement and corrections fields, highlighting major OTS uses and attention to the parameters set by the NIJ Standard 1004.00, which sets minimum requirements for OTS qualities and performance. A basic technical overview of OTS characteristics is provided, along with the rationale for the requirements of an OTS as specified in Standard 1004.00. The guide also outlines prevalent practices for system procurement and other supplemental considerations drawn from the experiences of criminal justice practitioners. The procurement recommendations are sufficiently broad to be relevant to any agency.
