This NIJ "Notes from the Field" article discusses officers using smartphones that have police applications in the field.

Abstract

In this article from NIJ's "Notes from the Field" series, which allows leading voices in the field to share their strategies for responding to the most pressing issues on America's streets today, Scott Edson, Executive Director of the Los Angeles Regional Interoperable Communications Systems, describes using available broadband networks to replace computer and router in a police car with the computer power of an officer's smartphone. This pilot program is set to launch in late 2019 in Inglewood, CA, according to Director Edson.
