THIS REPORT DETAILS THE METHODS DEVELOPED BY THE INSTITUTE FOR HUMAN RESOURCES RESEARCH (1 HRR) FOR ASSESSING THE STATE OF KNOWLEDGE AND THE SUCCESS AND FAILURE OF SPECIALIZED PATROL OPERATIONS.
Abstract
TWENTY-ONE PROJECTS USING THE PATROL TACTICS OF CIVILIAN DRESS, MECHANICAL DEVICES, AND/OR UNIFORMED TACTICAL UNITS ARE CLASSIFIED INTO PROJECT FAMILIES (LOW VISIBILITY, HIGH VISIBILITY, AND COMBINED LOW/HIGH VISIBILITY PATROLS). A FRAMEWORK IS THEN DEVELOPED WHICH SYNTHESIZES THE ASSUMPTIONS THAT UNDERLIE PROJECT FAMILIES. POINTS OR VARIABLES THAT HAVE BEEN AND SHOULD BE MEASURED IN EVALUATIONS OF SPECIALIZED PATROLS ARE IDENTIFIED AND DISCUSSED. IN ADDITION, MEASURES WHICH COULD BE USED MORE EFFECTIVELY TO EVALUATE SPECIALIZED PATROLS ARE IDENTIFIED AND DESCRIBED.
