Abstract
AFTER A BRIEF REVIEW OF THE HISTORY BEHIND THE CONCEPTS OF VICTIMOLOGY, AND VICTIM COMPENSATION, THE ECONOMIC NEED FOR GOVERNMENTAL CRIME LOSS INSURANCE, ITS COST, IMPLEMENTATION, AND ADMINISTRATION ARE DISCUSSED. SPECIFIC ISSUES RAISED INCLUDE THE COMPENSATION OF DAMAGE TO PROPERTY AS WELL AS PERSONAL INJURY AND THE DETERMINATION OF STANDARDS FOR AWARDING COMPENSATION. VICTIM RESTITUTION BY CRIMINAL OFFENDERS IS ALSO EXPLORED AS AN ALTERNATIVE TO VICTIM COMPENSATION.
