A POLICE CONSOLIDATION FEASIBILITY ANALYSIS FOR THE TOWN OF CHINA, MAINE WHICH HAS NO POLICE DEPARTMENT TO SERVE ITS 2,500 WINTER AND 5,000 SUMMER RESIDENTS, DATED DECEMBER 1, 1975.
Abstract
THE SCOPE OF THIS REPORT WAS EXPANDED FROM THE NARROW FIELD OF THE TITLE TO INCLUDE THE QUESTION OF POLICE SERVICES IN OTHER SMALL MAINE TOWNS WITH SEASONAL VARIATIONS IN POPULATION. THE PROBLEM IS THAT THE TOWNS WANT QUICK SOLUTIONS THAT ARE NOT ALWAYS CONSISTENT WITH SOUND, LONG-RANGE PLANNING. ONE SUGGESTION IS TO IMPLEMENT A TWO-TIER (STATE AND SUBSTATE) POLICE ORGANIZATIONAL STRUCTURE AS OPPOSED TO THE TRADITIONAL THREE TIER (STATE, COUNTY, AND MUNICIPAL) STRUCTURE. THE APPENDIX CONTAINS A REPORT ON MUNICIPAL GOAL-SETTING.
