Abstract
THIS VOLUME PRESENTS THE METHODOLOGY USED TO ESTIMATE THE COSTS OF ALTERNATIVES TO ARREST, INCLUDING THE OVER-ALL CONCEPTUAL APPROACH TO THE STUDY AND THE TYPES OF COST CONSIDERED. DETAILED COST ESTIMATES OF CITATION ACTIVITIES RELATIVE TO ARREST ARE DISCUSSED AND THE SUMMARY AND CONCLUSIONS STEMMING FROM THE COST ANALYSIS ARE PRESENTED. IN ADDITION, THE VOLUME CONTAINS AN APPENDIX THAT INCLUDES ESTIMATES OF THE COST OF SUMMONS RELATIVE TO THE COST OF WARRANTS FOR ARREST AS WELL AS SUPPLEMENTARY DATA AND COST ESTIMATES USED IN THE ANALYSIS OF ALTERNATIVES TO ARREST. (THE CORRECTIONAL STANDARDS ANALYZED ARE THOSE RECOMMENDED BY THE 1973 NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS.) VOLUME ONE, NCJ-31562, CONTAINS DATA ON THE BACKGROUND, SCOPE, AND POLICY PURPOSE OF THIS ANALYSIS. (FOR VOLUME ONE, SEE NCJ-31562.) (AUTHOR ABSTRACT)
