THE WISCONSIN MUTUAL AGREEMENT PROGRAM (MAP) PROVIDES A MEANS OF INVOLVING INMATES IN THE ACTIVITIES AND DECISIONS RELATED TO THEIR PAROLE RELEASE DECISION.
Abstract
MAP ALLOWS INMATES MUCH OF THE RESPONSIBILITY FOR WHETHER OR NOT THEY WILL BE PAROLED ON SCHEDULE. SOME OF THE KEY FEATURES OF THE PROJECT INCLUDE AN ASSESSMENT OF THE INMATE'S STRENGTHS AND WEAKNESSES FOLLOWED BY AN INDIVIDUALIZED REHABILITATION PROGRAM; THE DEFINITION OF SPECIFIC OBJECTIVES FOR THE INMATE; THE DEVELOPMENT OF A PLAN BY THE INMATE WITH THE ASSISTANCE OF A MAP COORDINATOR FOR THE ACCOMPLISHMENT OF THESE OBJECTIVES; PLAN NEGOTIATIONS BETWEEN THE INMATE, THE COORDINATOR, THE INSTITUTIONAL STAFF, AND THE PAROLE BOARD; AND THE EXECUTION OF A LEGALLY BINDING CONTRACT. UNDER THE TERMS OF THE CONTRACT THE INMATE AGREES TO CERTAIN BEHAVIOR, AND THE IMPROVEMENT OF VOCATIONAL AND EDUCATIONAL SKILLS. THE CORRECTIONAL INSTITUTION PROVIDES THE PROGRAMS, THE COORDINATOR MONITORS THE ADHERENCE OF ALL PARTIES TO THE TERMS OF THE CONTRACT, AND THE PAROLE BOARD AGREES TO PAROLE THE INMATE ON A SPECIFIC DATE CONTINGENT UPON THE SUCCESSFUL COMPLETION OF THE NEGOTIATED PLAN. THE MAJOR COMPONENTS OF THE PLAN ARE EXPLAINED, AND PROJECT WEAKNESSES AND STRENGTHS ARE IDENTIFIED IN RELATION TO EXEMPLARY PROJECT SELECTION CRITERIA. (AUTHOR ABSTRACT MODIFIED)
