SURVEY RESULTS INDICATE A NEED FOR ADDITIONAL GUIDELINES AND ASSISTANCE TO STATE PLANNING AGENCIES (SPA'S) IN THE SPECIALIZED FIELD OF LAW ENFORCEMENT TELECOMMUNICATIONS PLANNING.
Abstract
SURVEY TEAMS VISITED EACH STATE PLANNING AGENCY (SPA) (INCLUDING WASHINGTON, D.C.). THE LAW ENFORCEMENT TELECOMMUNICATIONS PLANNING ACTIVITIES OF THE CITIES OF NEW YORK, CHICAGO, AND LOS ANGELES WERE ALSO SURVEYED. EVALUATION OF THE SURVEY DATA REVEALED THAT MANY OF THE STATE COMPREHENSIVE LAW ENFORCEMENT PLANS ARE NOT SUFFICIENTLY COMPREHENSIVE OR ADEQUATELY DETAILED IN THE AREA OF TELECOMMUNICATIONS. THIS LACK OF DETAIL MAKES IT IMPOSSIBLE TO DETERMINE WHETHER GRANT APPLICATIONS (MORE THAN 7000 WERE REVIEWED IN THE COURSE OF THE SURVEY) FOR TELECOMMUNICATIONS PROJECTS ARE CONSISTENT WITH PLAN OBJECTIVES. FURTHERMORE, SPA'S VARY IN THE QUANTITY AND QUALITY OF TELECOMMUNICATIONS STAFFING AVAILABLE FOR THE PLANNING AND MANAGEMENT OF TELECOMMUNICATIONS GRANTS. EACH STATE'S PLANS ARE REVIEWED SEPARATELY.
