REVIEW OF THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY POSITION ON THE NECESSITY OF PROVIDING ALTERNATIVES TO INCARCERATION FOR OFFENDERS WHO DO NOT POSE A SERIOUS THREAT TO THE SAFETY OF THE PUBLIC.
Abstract
THE POLICY WAS FORMULATED IN RESPONSE TO A SECTION OF THE MODEL SENTENCING ACT WHICH ALLOWS NONDANGEROUS OFFENDERS TO BE IMPRISONED FOR UP TO FIVE YEARS. THE COUNCIL ADVOCATES THE AVAILABILITY OF A WIDE VARIETY OF NONINSTITUTIONAL SENTENCING ALTERNATIVES FOR OFFENDERS CLASSIFIED AS NONDANGEROUS. THE IMPORTANCE OF IMPROVING PROBATION SERVICES AND MAXIMIZING UTILIZATION OF COMMUNITY TREATMENT SERVICES AND FACILITIES IS STRESSED.
