Abstract
THREE STEPS ARE NECESSARY WHEN CREATING AN ADEQUATE LEGAL STATEMENT OF PRISONERS' RIGHTS. THESE ARE TO CLEARLY FORMULATE CONCRETE LEGAL STANDARDS, TO INSTITUTE ADVERSARY PROCEDURES, AND TO ANNOUNCE IN AN ADEQUATE MANNER BOTH RIGHTS AND OBLIGATIONS. DISCUSSED ARE FEATURES OF A PROPOSAL FOR LEGALLY FORMULATING PRISONERS' RIGHTS IN THE NETHERLANDS.
