Abstract
IT IS BAD ENOUGH THAT ONLY ABOUT SIX PERCENT OF THE INDEX CRIMES ARE CLEARED, BUT THE FACT THAT ONLY ABOUT TWO PERCENT OF THOSE ARRESTED ARE FOUND GUILTY AS CHARGED SUPPORTS THE AUTHOR'S CONTENTION THAT CRIME DOES PAY.
