THE AUTHOR CONTENDS THAT THE REAL ISSUE IS NOT WHAT AMMUNITION SHOULD BE USED, BUT HOW AND WHEN IT SHOULD BE USED. HE FEELS THAT SOME TYPE OF CITIZEN-SPONSORED CONTROL OF WHEN AND HOW POLICE FIREARMS ARE USED WILL PROBABLY BE NECESSARY.
