THROUGH CASE STUDIES OF REFORMS IN THREE COMMUNICATIONS SYSTEMS INVOLVING A STATE, A COUNTY, AND A CITY, THE AUTHOR ILLUSTRATES THE PROBLEMS AND POLITICAL FACTORS WHICH MUST BE FACED BY THOSE INVOLVED IN SYSTEM CHANGES.
Abstract
THE AUTHOR NOTED THAT MAJOR SYSTEM CHANGES WERE OFTEN PLANNED BY PROFESSIONALS, WHO FAILED TO CONCERN THEMSELVES WITH THE POLITICAL PROCESS, LOCAL POWER STRUCTURE, AND PROBLEMS OF THE LOCAL CITIZENRY. BASED ON THE ISSUES AND PROBLEMS DEMONSTRATED IN THE CASE STUDIES, IT IS RECOMMENDED THAT PERSONS PLANNING OR IMPLEMENTING NEW COMMUNICATIONS SYSTEMS BECOME FAMILIAR WITH THE WAYS GROUPS FUNCTION AND THE LOCAL POWER STRUCTURE OF THE AREA IN WHICH THEY ARE WORKING.
