Abstract
OTHER PROJECT OBJECTIVES INCLUDED DEVELOPING A PERFORMANCE EVALUATION SYSTEM AND DESIGNING AN EVALUATION SYSTEM TO MONITOR THE EFFECTIVENESS OF THE BACKGROUND INVESTIGATION, CHIEF'S INTERVIEW, AND PERFORMANCE EVALUATION PROCEDURES. THIS REPORT PRESENTS AN OVERVIEW OF ALL STUDY ACTIVITIES RELEVANT TO EACH PROJECT AREA (DIRECT OBSERVATION, OFFICER INTERVIEWS, AND DOCUMENT REVIEW) AND DETAILS RECOMMENDED JOB DESCRIPTIONS AND PROCEDURES FOR THE BACKGROUND INVESTIGATION, THE CHIEF'S ORAL INTERVIEW, AND PERFORMANCE EVALUATION. SAMPLE FORMS ARE INCLUDED. A PLAN FOR IMPLEMENTING THE IMPROVED SYSTEMS AND PROCEDURES IS ALSO OUTLINED.
