THE STARTING POINT FOR RUNNING THIS MODEL DUTCH HOUSE OF DETENTION IS AN EFFORT TO EXPAND FROM WHAT HAD BEEN PRIMARILY A CELLULAR SYSTEM TO ONE THAT MAKES LIMITED COMMUNITY LIFE THE RULE AND ISOLATION THE EXCEPTION.
Abstract
THERE ARE TEAMS OF GUARDS, EACH WITH A SENIOR GUARD AS TEAM LEADER, AND TEAMS OF GROUP LEADERS WITH BLOCK CHIEFS AS TEAM LEADERS. EACH TEAM HAS CONSIDERABLE INDEPENDENT RESPONSIBILITY, AND FREQUENT DISCUSSIONS ARE HELD OF THE TEAMS' WORK. AN EFFORT IS MADE TO GIVE TEAM MEMBERS AN INSIGHT INTO THE TREATMENT OF THE YOUTHFUL INMATES, THE ORGANIZATION OF THE WORK, THE DISTRIBUTION OF DUTIES AND THE WORK OF FUNCTIONING TOGETHER. OBJECTIVES ARE THE ELIMINATION OF LONELINESS AND ALIENATION AMONG THE INMATES, THE PREVENTION OF DEHUMANIZATION, THE COMBATTING OF NEGATIVE CRIMINAL INFECTION AND THE OPERATION OF A SYSTEM OF OBSERVATION AND SELECTION. --IN DUTCH
