THREE REASONS ARE PRESENTED FOR THE PRESENT LACK OF CONCERN WITH THE INTERNAL IMPROVEMENT OF THE CRIMINAL JUSTICE SYSTEM.
Abstract
FIRST, LAW ENFORCEMENT HAS BECOME ENMESHED IN THE RHETORIC OF AN IDEOLOGICALLY ORIENTED PERIOD (SUPPORT YOUR LOCAL POLICE OR OFF THE PIG). SECOND, ADMINISTRATIVE INNOVATION THREATENS THE TRANQUILITY OF MANAGEMENT HIERARCHIES AND LOCAL POLITICAL ARRANGEMENTS. THIRD, PUBLIC ADMINISTRATORS AND THE INTELLECTUAL COMMUNITY HAVE FAILED TO EVOLVE A GENERAL CONSENSUS AS TO WHAT THE GOALS OF INSTITUTIONAL REFORM IN CRIMINAL JUSTICE SHOULD BE.
