SUMMARY OF A FINAL REPORT ON THE PLANNING PHASE OF A PROJECT TO PRODUCE COMPREHENSIVE RECOMMENDATIONS FOR THE HANDLING OF THE RIGHTS OF MINORS, JUVENILE MISBEHAVIOR, AND PROVISION OF CHILDREN'S BASIC NEEDS.
Abstract
THE STUDY WAS INITIATED TO DEVELOP A DETAILED BLUEPRINT FOR DRAFTING AND IMPLEMENTING JUVENILE JUSTICE STANDARDS. A NATIONWIDE PLANNING COMMITTEE WORKED WITH FIVE REPORTERS TO PRODUCE THE BLUEPRINT. ATTENTION WAS FOCUSED ON SOCIETY'S COERCIONS - ITS JUSTIFICATIONS, ITS PERMISSIBLE SCOPE, THE PROCEDURES AND INSTITUTIONS THROUGH WHICH IT SHOULD BE APPLIED, AND THE WAYS IT SHOULD BE LIMITED. RECOMMENDATIONS WILL BE PUBLISHED IN A LATER REPORT.
