A SERIES OF STANDARDS ARE PRESENTED FOR THE REVISION OF UTAH CRIMINAL CODES AND FOR THE IMPLEMENTATION OF PRETRIAL AND TRIAL PROCEDURES WHICH WOULD ALLEVIATE THE PROBLEM OF DELAYS IN THE COURT PROCESS.
Abstract
THIS BOOKLET WAS PRODUCED AS A PART OF THE UTAH LAW ENFORCEMENT PLANNING AGENCY'S PROJECT ON CRIMINAL JUSTICE STANDARDS AND GOALS. STANDARDS ARE PROVIDED FOR THE FOLLOWING CRIMINAL JUSTICE OPERATIONS: CONTINUING CRIMINAL CODE REVISION, CITATION AND SUMMONS IN LIEU OF ARREST, PRETRIAL RELEASE, THE PRELIMINARY HEARING AND ARRAIGNMENT, PRETRIAL DISCOVERY, GRAND JURIES, CONTINUANCES, PRIORITIZING CASES AND JURY SELECTION. FOR EACH STANDARD, A COMMENTARY ON EXISTING UTAH PRACTICES AND A DISCUSSION OF METHODS OF IMPLEMENTATION ARE INCLUDED.
