THE AUTHOR STATES THAT THE STRATEGIES OF EXPLORATIONS AND DEMONSTRATIONS REPRESENT STAGES OF PROGRAM DEVELOPMENT AND THAT THE CONTRIBUTION THAT THESE PROJECTS MAKE TO THE PLANNING PROCESS CONSTITUTES THE OVERALL CONTEXT FOR EXAMINING EVALUATIVE RESEARCH.
