Abstract
DISCUSSED ARE THE TREATMENT OF OFFENDERS IN CUSTODY OR IN THE COMMUNITY, WITH SPECIAL REFERENCE TO THE IMPLEMENTATION OF THE STANDARD MINIMUM RULES FOR THE TREATMENT OF PRISONERS ADOPTED BY THE UNITED NATIONS AS WELL AS THE EMERGING ROLE OF THE POLICE, WITH SPECIAL REFERENCE TO CHANGING EXPECTATIONS AND MINIMUM STANDARDS OF PERFORMANCE. ALSO DISCUSSED ARE NEW TYPES OF OFFENSE, ECONOMIC AND SOCIAL CONSEQUENCES OF CRIME AS NEW CHALLENGES FOR RESEARCH AND PLANNING, AND CRIMINAL LEGISLATION, JUDICIAL PROCEDURES AND OTHER FORMS OF SOCIAL CONTROL IN THE PREVENTION OF CRIME.
