Abstract
INDIVIDUAL PROJECT PROGRAM MONITORING EVALUATIONS EXAMINE WHETHER PLANNED PROGRAM CHANGES ARE BEING IMPLEMENTED AND SHORT-TERM OR INTERMEDIATE OUTCOMES REALIZED. INTENSIVE EVALUATIONS EXAMINE WHETHER INTERMEDIATE AND LONG-TERM EFFECTS ASSUMED TO BE PRODUCED BY A PROGRAM ARE IN FACT BEING REALIZED, AND WHETHER THESE EFFECTS ARE INDEED OUTCOMES OF THE PROGRAM AND ARE NOT PRODUCED BY INTERVENING VARIABLES.
