THIS REPORT, IN RESPONSE TO THE 97 PERCENT FALSE ALARM RATE IN SEATTLE, PRODUCED A WORK PLAN FOR THE REDUCTION OF FALSE ALARMS PROJECT THAT TAKES HUMAN AND MECHANICAL FACTORS INTO ACCOUNT.
Abstract
THIS REPORT DESCRIBES THE NATURE AND EXTENT OF THE FALSING PROBLEM AND REVIEWS THE TECHNICAL ASPECTS OF ALARMS THAT CONTRIBUTE TO FALSING. IT CONSIDERS IN DETAIL HOW THE HUMAN OPERATIONAL FACTOR IMPACTS ON FALSING, AND IT ANALYZES AND DESCRIBES THE PROCEDURAL INTERACTION OF THE PARTIES INVOLVED IN THE 'ALARM SYSTEM'. THE REPORT IS DATED MARCH 29, 1976.
