KEY FACTORS TO BE CONSIDERED IN THE PLANNING PROCESS ARE IDENTIFIED. FACTORS THAT HAVE INFLUENCED TEAM POLICING FAILURES INCLUDING MID-MANAGEMENT RESISTANCE, PEER PRESSURE, LACK OF COORDINATION AMONG TEAMS, LACK OF TRAINING, ROLE CONFLICT, AND 'ELITISM' AMONG TEAM MEMBERS ARE REVIEWED.
