FINAL EVALUATION OF THE PRE-TRIAL REHABILITATION PROJECT (PTRP) WHICH WAS PLANNED AS AN OPERATIONAL RESPONSE TO PROBLEMS IN THE BAIL BOND SYSTEM OF THE CITY OF CLEVELAND AND CUYAHOGA COUNTY.
Abstract
THE PTRP WAS DESIGNED TO INCREASE THE RATE OF APPEARANCE FOR TRIAL OF DEFENDANTS CHARGED WITH FELONIES, ESPECIALLY IMPACT CRIMES AS DEFINED IN THE FBI UNIFORM CRIME REPORTS, BY IMPLEMENTING A PRETRIAL RELEASE STRATEGY BASED ON THE EFFECTIVE UTILIZATION OF THIRD PARTIES ASSUMING RESPONSIBILITY FOR ELIGIBLE DEFENDANTS. THE EVALUATION OF PTRP DEPENDS UPON MEASUREMENT AND COMPARISON OF DATA DEVELOPED ABOUT THE PROJECT'S MAIN OBJECTIVES OF SERVING 250 CLIENTS IN A YEAR BY REDUCING RECIDIVISM, ASSURING COURT APPEARANCES, AND INVOLVING THEM IN CONSTRUCTIVE PRETRIAL ACTIVITIES WHICH COULD FAVORABLY INFLUENCE TRIAL OUTCOME. THE EVALUATORS CONCLUDED THAT THE DATA ARE NOT COMPLETE TO SUPPORT A DEFINITIVE ASSESSMENT OF THE EFFECTIVENESS OF PTRP, BUT THAT CONTINUED OBSERVATION OF THE 107 OUT OF 215 CLIENTS WHO WERE STILL AWAITING ADJUDICATION AT THE PROJECT'S END WILL BE CARRIED OUT UNDER NEW ORGANIZATIONAL AUSPICES.
