THIS REPORT EVALUATES THE OPERATIONS OF THE KING COUNTY COURTS WITH RESPECT TO PERSONNEL, ORGANIZATION, PROCEDURES, AND FACILITIES, AND MAKES A SERIES OF RECOMMENDATIONS FOR THE IMPROVEMENT OF THESE OPERATIONS.
Abstract
THE REPORT OPENS WITH A SUMMARY OF THE MAJOR STUDY RECOMMENDATIONS AND BACKGROUND INFORMATION ON THE OPERATION OF THE KING COUNTY DISTRICT COURTS. THE ANALYSIS, WITH RECOMMENDATIONS, OF THE COURTS' OPERATIONS IS THEN PRESENTED. AMONG THE SUBSTANTIVE AREAS OF STUDY COVERED IN THE ANALYSIS WERE THE NEED TO REDISTRICT THE COURTS, METHODOLOGIES FOR DETERMINING JUDICIAL AND NON-JUDICIAL STAFFING REQUIREMENTS, COURT ORGANIZATION INCLUDING THE ADVISABILITY OF A PRESIDING JUDGE SYSTEM, STATISTICAL REPORTING FORMS AND REGULATIONS, CASE PROCESSING PROCEDURES, PHYSICAL FACILITIES, REVENUES AND EXPENDITURES, AND COURT RULES. THE APPENDED MATERIALS INCLUDE METHODOLOGIES FOR PROJECTING CASELOADS, DEVELOPING A WEIGHTED CASELOAD SYSTEM, AND DETERMINING NON-JUDICIAL STAFFING REQUIREMENTS; PERSONNEL CLASSIFICATIONS; FLOW CHARTS OUTLINING THE CASE PROCESSING SYSTEM IN A SELECTED COURT; AND DETAILED INFORMATION ON THE BUSINESS OF THE COURTS FROM 1971 TO 1974.
