REPORT ON A STUDY DESIGNED TO DETERMINE THE GENERAL NEEDS WITHIN THE SCHOOL SYSTEM AS THEY RELATE TO CRIME PREVENTION AND THE REDUCTION IN THE NUMBER OF SOCIALLY MALADJUSTED PRE-DELINQUENT YOUTH.
Abstract
THIS STUDY INCLUDED A BRIEF REVIEW OF PERTINENT LITERATURE, A SURVEY OF EXISTING PROGRAMS AND SERVICES PROVIDED BY THE SCHOOLS AND THE COMMUNITY, AND AN OVERVIEW OF THOSE ASPECTS OF THE SCHOOL SYSTEM AFFECTING THE TARGET POPULATION - YOUTH BETWEEN THE AGES OF TEN AND SEVENTEEN DEEMED LIKELY TO BE REFERRED TO THE FORMAL JUVENILE JUSTICE SYSTEM IF INTERVENTION OR PREVENTION MEASURES ARE NOT TAKEN. A COMPARISON IS ALSO MADE BETWEEN THE EXISTING DUVAL COUNTY SCHOOL SYSTEM AND RECOGNIZED STANDARDS/PROGRAMS/CONCEPTS WHICH RELATE TO THE SCHOOL'S ROLE IN CRIME PREVENTION. THE INFORMATION REPORTED WAS GATHERED THROUGH INTERVIEWS WITH COMMUNITY AGENCY AND SCHOOL PERSONNEL, SITE VISITS TO TWELVE SCHOOLS, AND FROM FACTUAL SOURCES OF INFORMATION. THIRTY-ONE RECOMMENDATIONS ARE OFFERED TO REDUCE THE LEVEL OF NEED TO BRING THE DUVAL COUNTY SCHOOLS CLOSER TO A DESIRED LEVEL OF FUNCTIONING. THESE INCLUDE DEVELOPMENT OF ALTERNATIVE PROGRAMS FOR STUDENTS WHO ARE PREGNANT, PRESENT BEHAVIORAL PROBLEMS, ARE DISINTERESTED IN SCHOOL, OR WHO HAVE FINANCIAL PROBLEMS; REVISION OF SCHOOL SUSPENSION POLICIES; IDENTIFICATION OF ALTERNATIVES TO SUSPENSION; SPECIALIZED IN-SERVICE TRAINING TO ENABLE TEACHERS TO UPGRADE THEIR ABILITIES TO WORK WITH DYSFUNCTIONAL STUDENTS; AND ENCOURAGEMENT OF PARENTAL INVOLVEMENT IN THE SCHOOL SYSTEM THROUGH REGULARLY SCHEDULED OPEN HOUSES, PARENT EFFECTIVENESS TRAINING, AND USE OF PARENTS AS CLASSROOM VOLUNTEERS. A LIST OF REFERENCES IS INCLUDED. APPENDED ARE THE NAMES OF THOSE PEOPLE INTERVIEWED DURING THE STUDY.
