THE AUTHOR STATES THAT THE RESULTS INDICATE THAT THERE APPEAR TO BE NO STANDARDS OF TRANSFERABILITY IN TRAINING AND THAT TRAINING EFFORTS HAVE NO SIGNIFICANCE BEYOND THAT ACCORDED BY LOCAL GOVERNMENTS.
