REPORT ON TECHNICAL ASSISTANCE RENDERED TO THE RICHLAND HILLS, TEXAS, POLICE DEPARTMENT IN EVALUATING THE NUMBER, ALLOCATION, AND DISTRIBUTION OF POLICE PERSONNEL.
Abstract
AS OF JANUARY, 1973, WHEN THIS REPORT WAS SUBMITTED, RICHLAND HILLS HAD A POPULATION OF ABOUT 8,800 AND A POLICE FORCE COMPRISED OF ELEVEN OFFICERS. THE CONSULTANT INTERVIEWED THE CHIEF OF POLICE, THE MAYOR, AND THE DIRECTOR OF THE DALLAS POLICE DEPARTMENT'S ELECTRONIC DATA PROCESSING UNIT. EXAMINATION OF THE POLICE DEPARTMENT'S RECORDS LED THE CONSULTANT TO CONCLUDE THAT THE RICHLAND HILLS POLICE DEPARTMENT NEEDS ADDITIONAL DATA IN ORDER TO DETERMINE THE LEVEL AND ALLOCATION OF PERSONNEL. A REVISION OF THE RECORDS SYSTEM WOULD PROVIDE THE REQUIRED DATA AND IMPROVE THE EFFICIENCY OF THE SYSTEM ITSELF. THIS REPORT, THEREFORE, CONCENTRATES ON THE RECORD AND REPORTING SYSTEMS. AN INCREASE IN MANPOWER IS ALSO RECOMMENDED. (AUTHOR ABSTRACT MODIFIED)
