RESULTS OF A COMPREHENSIVE MANAGEMENT STUDY OF THE KENOSHA (WI) POLICE DEPARTMENT CONDUCTED IN RESPONSE TO GROWING CONCERNS REGARDING POLICE OBSERVATIONS IN THE MUNICIPALITY.
Abstract
THE STUDY WAS UNDERTAKEN TO EXAMINE THE NEED FOR POLICE SERVICES IN KENOSHA AT THE PRESENT TIME AND PROJECT THESE NEEDS FOR THE FORESEEABLE FUTURE. A BROAD RANGE OF FACT-FINDING AND ANALYTICAL PROCEDURES WAS UTILIZED DURING THE STUDY INCLUDING ASSESSMENT OF GEOGRAPHIC AND DEMOGRAPHIC DATA, REVIEWS OF BACKGROUND MATERIALS AND DOCUMENTS, AND REPEATED INTERVIEWS WITH CITY AND POLICE OFFICIALS. DEFICIENCIES NOTED BY THE STUDY GROUP PRINCIPALLY CONCERN A NEAR BREAKDOWN IN PROVISIONS FOR GOVERNANCE OF THE DEPARTMENT, POOR OPERATIONAL PERFORMANCE, AND A BROAD RANGE OF MANAGEMENT AND ADMINISTRATIVE WEAKNESSES. MAJOR RECOMMENDATIONS INCLUDE RECRUITING AND APPOINTING A PROFESSIONALLY QUALIFIED CHIEF OF POLICE.
