Abstract
THIS PUBLICATION EXPLAINS ESTIMATION METHODS AND TECHNIQUES, AND INCLUDES A DISCUSSION OF ECONOMICS AND HOW ITS CONCEPTS RELATE TO COMPARATIVE COSTS, COST EFFECTIVENESS, AND COST-BENEFIT ANALYSIS. A SERIES OF STEPS WILL THEN BE PRESENTED FOR ESTIMATING THE IMPLEMENTATION COSTS OF STANDARDS WITH EXAMPLES DRAWN FROM SPECIFIC STUDIES DONE BY THE CENTER. (AUTHOR ABSTRACT)
