MULTI-FACTOR CLASSIFICATION OR 'EXPECTANCY' TABLES FOR OFFENDERS PREDICT, ON THE BASIS OF A COMBINATION OF FACTORS, PROBABILITIES OF SUCCESS OR FAILURE UNDER PROBATION AND PAROLE SUPERVISION.
Abstract
UNDER THE TRADITIONAL 'HORIZONTAL' ORGANIZATION FOR CASELOAD MANAGEMENT, THE OFFENDER POPULATION IS DIVIDED AMONG THE TOTAL NUMBER OF PROBATION AND/OR PAROLE OFFICERS FOR SUPERVISION IN SUCH A WAY AS TO PROVIDE BALANCED CASELOADS. THE PROPOSED 'VERTICAL' MODEL, IS BASED ON THE VIEW THAT NOT ALL OFFENDERS NEED EQUAL AMOUNTS OR INTENSITIES OF SUPERVISION AND ON THE NEED FOR THE CREATION OF VARYING SIZE CASELOADS WHICH ALLOW FOR VARYING INTENSITIES OR TYPES OF SUPERVISION. THE HIGH-SUCESS POTENTIAL OR LOW-NEED OFFENDERS ARE GROUPED INTO LARGER CASELOADS. THE LOW-SUCCESS POTENTIAL OR HIGH-NEED OFFENDERS ARE GROUPED INTO SMALLER CASELOADS. THE HIGH-LOW NEED AND HIGH-LOW SUCCESS POTENTIAL ELEMENTS ARE ESTIMATED BY THE MULTI-FACTOR CLASSIFICATION.
