Abstract
THE RECOMMENDATIONS GENERALLY CALL FOR A FEDERALLY-FUNDED PROGRAM WHICH WOULD ESTABLISH NATIONAL CRITERIA FOR PROGRAMS WHILE AT THE SAME TIME WOULD ADDRESS EACH SCHOOL AND SCHOOL SYSTEM INDIVIDUALLY. THEY ALSO CALL FOR THE TRAINING OF SCHOOL SECURITY OFFICERS.
