Abstract
INCLUDED ARE SUMMARIES OF REPORTS SUBMITTED BY THE FOUR COMMISSIONS OF THE CONFERENCE. THESE COMMISSIONS DEALT WITH THE PROBLEM OF IDENTIFYING THOSE INDIVIDUALS AND INSTITUTIONS RESPONSIBLE, THE SOCIO-ECONOMIC AND POLITICAL FACTORS AFFECTING TORTURE, INTERNATIONAL, REGIONAL AND NATIONAL FACTORS AFFECTING TORTURES, AND THE PHYSICAL AND PSYCHOLOGICAL EFFECTS OF TORTURE. A DECLARATION OF THE CONFERENCE CALL UPON ALL NATIONS TO IMPLEMENT THE PROVISIONS OF A UNITED NATIONS RESOLUTION IN THEIR OWN LAWS AND PRACTICES WHICH FORBIDS THE USE OF TORTURE.
