AN ARBITRATION MODEL FOR CORRECTIONAL SETTINGS IS DISCUSSED IN GENERAL - ARBITRATION IS RECOMMENDED OVER AN OMBUDSMAN SYSTEM BECAUSE THE INMATES WILL PLACE GREATER TRUST IN ARBITRATION.
Abstract
METHODS FOR THE FAIR ELECTION OF INMATE REPRESENTATIVES ARE DISCUSSED. ANY VETO POWER RESERVED BY THE PRISON ADMINISTRATION SHOULD BE ACKNOWLEDGED PRIOR TO THE INITIATION OF THE PROCEEDINGS. THE AUTHOR SEES MANY ADVANTAGES TO BOTH INMATES AND ADMINISTRATORS AS WELL AS A REDUCED AMOUNT OF LITIGATION.
