FISCAL REFORM PROPOSALS DRAFTED BY THE PRESIDENT'S COMMISSION ON LAW ENFORCEMENT AND CRIMINAL JUSTICE, THE ADVISORY COMMISSION ON INTERGOVERNMENTAL RELATIONS, THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS, AND THE AMERICAN BAR ASSOCIATION ARE EXAMINED AND THEIR IMPACT ASSESSED. ADVANTAGES TO ADOPTING THE PROPOSALS ARE IDENTIFIED.
