THE IMPORTANCE OF MANAGEMENT EDUCATION AND DEVELOPMENT TO POLICE PERFORMANCE AND PROFESSIONALIZATION IS STRESSED, AND SPECIFIC METHODS OF FOSTERING EXECUTIVE DEVELOPMENT ARE DESCRIBED.
Abstract
THE AUTHOR NOTES THAT TO DATE, POLICE ADMINISTRATORS HAVE BEEN POORLY PREPARED FOR THE MANAGEMENT RESPONSIBILITIES THEY ARE EXPECTED TO ASSUME. THE CHANGING AND EXPANDED ROLE OF TODAY'S POLICE MAY REQUIRE THE MORE ADVANCED POLICE MANAGEMENT TECHNIQUES WHICH CAN BE ACQUIRED THROUGH PLANNED PROGRAMS OF EXECUTIVE DEVELOPMENT. AMONG THE METHODS THAT MAY BE EMPLOYED TO PROMOTE THIS DEVELOPMENT ARE: IN-SERVICE MANAGEMENT TRAINING; LEAVES OF ABSENCE TO ALLOW MANAGERS TO PURSUE ADVANCED DEGREES; JOB ROTATION WITHIN THE DEPARTMENT TO ALLOW MANAGERS TO GAIN EXPERIENCE IN A BROAD RANGE OF ACTIVITIES; PROMOTION OF LATERAL ENTRY FOR ADVANCED APPOINTMENTS WITHIN THE POLICE DEPARTMENT; USE OF MANAGEMENT EXCHANGE PROGRAMS OF COMMAND-LEVEL PERSONNEL BETWEEN POLICE AGENCIES AND/OR NON POLICE AGENCIES; AND ENCOURAGEMENT OF SELF-DEVELOPMENT OUTSIDE OF WORK HOURS.
