ONE OF A SERIES OF EIGHT BOOKLETS ON THE IMPLEMENTATION OF CRIMINAL JUSTICE STANDARDS, THIS BROCHURE PROVIDES INFORMATION ON THE MAGNITUDE OF COST IMPLICATIONS - BOTH IN SAVINGS AND EXPENDITURES - OF IMPLEMENTING STANDARDS.
Abstract
EXAMPLES ARE PROVIDED TO ILLUSTRATE SUCCESSFULLY IMPLEMENTED PROGRAMS WHICH HAVE RESULTED IN IMPROVEMENT OF THE CRIMINAL JUSTICE SYSTEM OR COSTS SAVINGS. EACH OF THE AMERICAN BAR ASSOCIATION'S 17 VOLUMES OF STANDARDS RELATING TO CRIMINAL JUSTICE IS ANALYZED, AS ARE THE ABA VOLUMES ON COURT ORGANIZATION AND TRIAL COURTS, DUE TO THEIR INTERRELATIONSHIP WITH THE CRIMINAL JUSTICE STANDARDS, AND THE REPORTS ON COURTS, CORRECTIONS, AND POLICE OF THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS - 879 STANDARDS IN ALL. EACH STANDARD IS CLASSIFIED ACCORDING TO THE ACTION REQUIRED FOR ITS IMPLEMENTATION AND THE COSTS THAT WOULD BE INCURRED AS A RESULT OF IMPLEMENTATION. THE CLASSIFICATION TITLES USED ARE AS FOLLOWS: GENERAL PRINCIPLE-NO COST; CHANGE IN PRACTICE - POSSIBLE SHORTTERM COSTS; LEGISLATION OR COURT RULE - POSSIBLE SHORTTERM COSTS; AND NEW COMPONENT - LONG TERM COSTS. IT IS NOTED THAT THIS ANALYSIS MAY BE USED BY STATES TO ASSESS THE STRENGHTS AND WEAKNESSES OF THEIR CRIMINAL JUSTICE SYSTEMS AND TO DETERMINE PROBABLE EXTENTS OF ECONOMIC COSTS AND GAINS RESULTING FROM STANDARDS IMPLEMENTATION.
