Abstract
THE BIGGEST PROBLEM IS THAT PRETRIAL RELEASE/DETENTION AFFECTS POLICE, COURTS, AND CORRECTIONS NOT JUST ONE OF THE GROUPS. THE INTENT OF THE STANDARDS IS EXPLAINED.
