REPORT ON THE DEVELOPMENT OF A COMPREHENSIVE PLAN TO MEET THE VOCATIONAL NEEDS OF LAW OFFENDERS IN ILLINOIS BY THE LAW OFFENDER'S PLANNING TASK FORCE AS REQUIRED BY THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT OF 1973 (CETA).
Abstract
ISSUES WHICH ARE FUNDAMENTAL TO A FUNCTIONAL, COSTEFFECTIVE CRIMINAL JUSTICE MANPOWER SERVICE SYSTEM ARE DISCUSSED AS ARE METHODOLOGICAL, LOGISTICAL, AND STAFFING PROBLEMS WHICH ARE PECULIAR TO THE DELIVERY OF MANPOWER SERVICES WITHIN THE CRIMINAL JUSTICE SYSTEM. EXISTING PROGRAMS IN BOTH THE JUVENILE AND ADULT JUSTICE SYSTEMS ARE SURVEYED. MANPOWER SERVICES TO BE DEVELOPED BY LOCAL SPONSORS IN THE AREAS OF PRETRIAL DIVERSION, PROBATION, JAIL SERVICES, AND COUNTY-OPERATED WORK RELEASE ARE OUTLINED. PLANNING ISSUES AND METHODOLOGICAL CONCERNS WHICH HAD AN IMPACT ON WRITING THIS REPORT ARE REVIEWED. A PROGRAM OF ACTION TO PLAN FOR FISCAL YEAR 1976 FUNDS AND ACTIVITIES.
